This yearly plan, in line with directives from Sheikh Mohammed bin Rashid Al Maktoum, aims to position Dubai as a global technology and innovation hub.

Sheikh Hamdan emphasized the plan's significance in leveraging AI to enhance quality-of-life outcomes and economic growth. He highlighted Dubai's evolution as a technology leader and stressed the need for adaptive action plans to keep pace with rapid technological advancements.

The plan's first phase includes appointing a Chief Artificial Intelligence Officer in every government entity, launching AI and Web3 incubators, and introducing an AI Week in educational institutions. Additionally, a new commercial license for AI and fast-tracking land for data centers are on the agenda.

The initiative aims to enhance Dubai's global leadership in AI governance and legislation, positioning the city as the world’s most prepared for radical transformations across sectors. It seeks to empower government operations with AI tools, foster an innovation-friendly environment, and attract global talent.

Aligning with the D33 Agenda, the plan targets an annual AED100 billion contribution to Dubai's economy from digital transformation projects. It aims to establish Dubai as a top global urban economy and increase economic productivity by 50 percent through innovation and digital solutions.

Dubai's commitment to fostering an innovation-friendly environment and building local capabilities underscores its vision for a smart and advanced economy. The city's status as a preferred destination for technology and AI companies is reinforced by its ranking as first globally in FDI in AI and seventh in AI readiness.
