Kuwait Introduces New Measures to Foster a Competitive Government Work Environment

Kuwait, 03 October, 2024 : Kuwait is taking significant steps to improve its government work environment and productivity, building on its civil service legislation introduced in 1955. The Employee Affairs Department evolved into the Civil Service Bureau and later the Civil Service Commission (CSC) under Law No. 67 in 1996, expanding its authority to drive modernization and sustainable development.

Under the guidance of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, the current government, led by His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah since May, is focused on enhancing project implementation and public services. Recent directives have tasked the CSC with reviewing laws and adopting new measures to boost productivity in government agencies.

Over the past few months, approximately 24,000 job openings have been created, and automated job nomination systems have been activated to ensure fairness in hiring. In a progressive move, Kuwait plans to test the "Employee Achievement Record" project in five government agencies, allowing employees to document their accomplishments electronically and prioritize top performers for incentives and training.

To improve government service accessibility, a comprehensive study involving 13 government entities is exploring the possibility of offering services during both morning and evening shifts. Additionally, a flexible attendance system was introduced in August to optimize work hours and reinforce commitment.

Kuwait's development plan for 2024/2025 emphasizes empowering individuals with knowledge and innovation skills, supporting the transition to a knowledge-based economy. The government is also pursuing partnerships with international academic institutions to enhance STEM education.

Furthermore, the Kuwaiti Cabinet has directed the CSC to implement measures ensuring employee attendance during official hours, utilizing facial recognition technology. The Cabinet is also reviewing regulations on employee leave to prevent misuse and studying the potential merging of overlapping government entities to improve efficiency.
