VOI Strengthens ASEAN Presence with Cambodia Expansion

Oman, 27 March, 2025 :  Phnom Penh – Vietnam Oman Investment (VOI), a joint venture between Oman Investment Authority (OIA) and Vietnam’s State Capital Investment Corporation (SCIC), is exploring investment opportunities in Cambodia. This marks its expansion beyond Vietnam into Southeast Asia’s emerging markets.

On March 18, 2025, VOI representatives, Dr. Giao Nguyen (CEO) and Harith al Khadhoori (Investment Manager), met with senior officials from Cambodia’s Council for the Development of Cambodia (CDC). They discussed cross-border collaboration and Cambodia’s investment-friendly policies. Senior Minister Neak Oknha Datuk Dr. Othsman Hassan and CIB Deputy Secretary General Senera Sar welcomed VOI and outlined key growth sectors.

VOI expressed interest in agriculture, logistics, infrastructure, and cashew processing, aligning with its investment strategy. The firm also aims to support Cambodia’s food security and regional trade connectivity. "We at VOI are committed to building long-term, impactful partnerships in Cambodia’s growing economy," the fund stated.

Founded in 2008, VOI has invested around $300 million in Vietnam, focusing on high-tech agriculture, infrastructure, renewable energy, healthcare, and education. In 2023, it allocated $100 million for public equity investments, deploying $34.6 million into five new projects. Its private equity portfolio, covering 13 projects, reported a 5.2% internal rate of return (IRR) by mid-2023.

By expanding into Cambodia, VOI aims to replicate its Vietnam success, leveraging experience to tap into one of ASEAN’s fastest-growing economies. The move aligns with Oman’s broader strategy to strengthen economic ties across the region.
