Qatar and Russia Sign MoU to Advance Tax Administration Cooperation

Qatar, 24 September, 2026: The State of Qatar and the Russian Federation have signed a Memorandum of Understanding (MoU) to strengthen technical cooperation in tax administration.

The agreement focuses on:

• Digital transformation and technology in tax administration
• Developing taxpayer-centred services
• Strengthening tax compliance frameworks
• Improving tax collection and debt management
• Sharing expertise on tax incentives and future tax policies

The MoU also provides for training programmes, seminars, joint initiatives, technical exchanges and staff development.

The agreement is expected to support knowledge sharing and strengthen institutional capabilities in both countries’ tax administrations.
