UAE Scraps Preliminary E-Invoicing Approval: Businesses Must Verify Provider Accreditation

UAE, 13 October, 2026: The UAE Ministry of Finance has introduced a revised e-invoicing accreditation framework under Ministerial Decision No. 168 of 2026, effective October 1, 2026. Under the new rules, service providers must complete the required assessments and technical testing before receiving accreditation, eliminating the earlier preliminary approval stage.

Key Deadlines for UAE Businesses

  • October 30, 2026: Businesses with annual revenue of AED 50 million or more must appoint an accredited e-invoicing service provider.

  • January 1, 2027: E-invoicing implementation deadline for these businesses.

  • March 31, 2027: Provider appointment deadline for businesses with revenue below AED 50 million and government entities within scope.

  • July 1, 2027: Implementation deadline for businesses with revenue below AED 50 million.

  • October 1, 2027: Implementation deadline for government entities within scope.

Businesses should verify that their selected service provider has completed accreditation rather than relying on preliminary approval. Existing providers with preliminary approval have 30 days from October 1 to fulfil the new requirements, failing which their approval may be terminated.

The Ministry also clarified that e-invoicing involves the electronic exchange of structured invoice data, not simply sending PDF invoices or scanned copies by email.

What businesses should do now: Confirm provider accreditation, review accounting and invoicing systems, complete system integration, and test invoice exchange and tax reporting before the applicable implementation deadline.
