Qatar’s Ministry of Finance, through Decree No. 13 of 2023 published in the official gazette on June 14, 2023 (available only in Arabic), has introduced amendments to the customs fee structure managed by the General Customs Authority (GCA). These changes came into effect on May 19, 2023.
The revised customs fees apply to various goods and services as outlined:
1. Imported, exported, or transiting goods (article 2):
• Trucks and containers: A flat fee of QAR 200 per truck or container.
• Parcels: QAR 25 per parcel, with a cap of QAR 200 per customs declaration.
2. Storage and preservation (article 3):
• After 24 hours at the customs office, a charge of QAR 150 per truck per day or part thereof.
• For storing valuable items (contained in precious storage boxes), a fee of 1% of the box value per day is applicable during the preservation period. However, the total storage and preservation fees should not exceed half of the goods' customs value to ensure fairness and reasonability.
3. Customs services, documents, licenses, and related fees (article 4):
• The decree affirms the fees linked to various customs services, documents, and license currently in effect.
These adjustments to the fee structure, incorporating fee hikes and modified calculation methods, indicate Qatar's efforts through the GCA to refine customs-related revenue collection procedures for enhanced clarity and application of rules.
