UAE, 11 May, 2026: The UAE Ministry of Finance has issued Ministerial Decision No. 56 of 2026, introducing amendments to Ministerial Decision No. 64 of 2025 regarding the eligibility and accreditation requirements for Service Providers under the UAE Electronic Invoicing System.
Under the revised rules, Service Providers must be active Peppol-certified providers, complete OpenPeppol conformance tests, meet experience requirements, comply with registration, tax, insurance, and information security obligations, and submit the required self-declaration.
A major update allows Service Providers to use third-party PSP Products or outsource operations, management, or development functions, provided they retain full responsibility for compliance and service oversight.
The decision also introduces a new Article 5(bis), requiring the PSP Product to have at least two years of operational experience. This experience may belong either to the Service Provider or the outsourced third party and must be supported by documents requested by the Ministry.
The new decision repeals any conflicting provisions and becomes effective from the day following its publication in the Official Gazette.
